From Hurricane Katrina to the Earthquake in Haiti and we still, collectively, feel no need to establish an International Diaspora Emergency Relief Fund (IDERF) for situations both domestic and international and instead opt to scramble around creating funds at the last minute and opening ourselves up to fraud and misappropriation of funds insuring the people who need resources do not receive them.
